EAP Preferred is the second largest employee assistance
program in Arizona and the largest privately owned, staff
model, freestanding employee assistance program in the state. We provide
EAP services to small business customers as well as large private and
governmental employer groups with employee census ranging from 20 to
over 14,000 employees. Counseling & Family Resources, Ltd., d.b.a.
EAP Preferred, has been doing business in Arizona since 1982. We are a
general corporation with a solid financial history. Kenneth J. Goldberg
is the principal owner and serves as the President.
EAP Preferred provides comprehensive EAP services to
employers using a staff model within Maricopa County. All staff
members are Masters level and state certified. All staff who are CEAPs,
(Certified Employee Assistance Professionals) are also recognized as
SAPs (Substance Abuse Professionals) nationally and within the state.
There are psychologists and Spanish speaking counselors on staff.
Outside Maricopa County, services are provided statewide and
nationally through a network of preferred mental providers. Network
providers are required to be state certified, possess malpractice
insurance, and provide references attesting to the quality of their
services.
EAP Preferred was chosen as the preferred provider for "Drugs
Don't Work in Arizona," a statewide program promoting substance abuse
policies, drug testing, and EAP program services for small and medium
size employers throughout the state.
State Licensed EAP
EAP Preferred complies with an annual licensure review process for
renewal of all our facilities' state licenses with the Office
of Behavioral Health Licensure, Arizona Department of Health Services.

included in our policy and procedures for Counseling & Family
Resources, Ltd., d.b.a. EAP Preferred are maintained at our central
